Curriculum vary with locality across the world. Obviously there is no ONE curriculum because students need to be equipped with the skills to be "able to play a full part in the world in which they will live and work". Societies are different around the earth with differring social values around which the curriculum needs to be based. However the world is being made smaller by the WWW. This means of communication and publishing becomes a common element of any curriculum

WEBSCOOL is not about interpreting curriculum, this is taken as a given. Teachers at the coalface do not have any way to change what they are required to teach their classes in any given term. But schools and teachers are often required to interpret a very loose curriculum document, and they tend to do this by making use of whatever materials are available. The availability of these materials tends to determine what is taught and what assessment methods are used.
