Statement of Intent - 2003 to 2008 is a welcome document and a first step towards creating a quality education system.

The 5 year outlook could be argued to be too small. This is on the basis that we need to educate even 4 and 5 year olds with a view to their place in society when they leave school. We are talking about a 14 year outlook here. But our crystal balls cannot see that far, and the MoE is a body at the service of political movement. It is not possible to execute plans or even strategies that have a time scale of more than 3 or 4 years. Therefore this 5 year outlook is adequate in terms of intent.

However a 5 year outlook is not adequate in terms of assessing the effects that trends, social change, strategies and technological change may have on the education system. A number of trends in the NZ education system each threaten catastrophic failure if they are not attended to. Some may not be clearly apparent for 8 years. These factors are:
