The German railway administration (Deutsche Reichsbahn) in 1923 developed a numbering system to cover a large number of absorbed locomotives. The system was revised in 1925 to cover the planned standard (Einheits) locomotives.This system remained in use after the Second World War by both the Deutsche Bundesbahn (West Germany) and the Deutsche Reichsbahn (East Germany) until the computer numbering variation of the system was introduced around 1968.

Over the years, some deviations from this plan were made, for example, the class 50 and 52 were outside the 40-49 sequence, but used class numbers of locomotive types which had previously been withdrawn. Also additional locomotive types from other countries were included during WWII.

The class number was further divided into blocks of numbers to cover locomotives with the same wheel arrangement but of different design.

Variations of a design took the next 10's number, (eg. 18.001- 18.015 followed by 18.020- 18.025.) while completely different designs took the next 100's number.

Locomotive types which were close to being written off were given xx.7000 numbers.

Many Landerbahn designs continued to built between 1920 and 1932.
