As of WaterWorks v1.3, only Terragen v0.8.44 and newer is supported by WaterWorks. Terragen v0.8.44 has some bug fixes and improvements which mean that WaterWorks should now run without trouble on Windows 2000/XP and possibly NT. You can get an updater for v0.8.44 from the Terragen website.

Lastly, don't forget that WaterWorks requires the TGPGuiLib to run. You can get the latest version at it's website.
