This is the way it works: A small window displaying advertisements will be docked at the bottom or top of your computer screen which also keeps track of all the time you are using it. (see the desktop screenshot further down).
Since advertisers want you to view their ads, they pay the "Pay to Surf" companies to display ads on the Viewbar. Businesses pay a huge amount to advertise their products on the Internet because there are so many people using it. Products can be targetted at a specific audience, which is why businesses pay so much for Internet advertising.
So each "Pay to Surf" company generates revenue completely from advertising, and passes on the majority of the profit to you. Although the amounts paid per hour sound small, the money really does ad up very quickly. You can earn a lot more by telling people you know about these companies, because you get paid a commission on the people your refer.
This sounds like a scam. Why should I believe you?
I can assure you that this isn't a scam. I have been receiving regular payment for the last four months. If it were a scam, I certainly wouldn't have spent so much time and money on advertising my site.
What do the ad bars look like?
This is how my desktop looks while I'm surfing. You can see the two active Ad Bars at the top. At a desktop resolution of 1024x768, you can fit two ad bars in easily. When you use up your hours on one bar, start using one of the others. If you have a big 17" or 19" monitor, you can quite easily fit three or four Ad Bars in.

Spedia
Spedia is the second best company in my opinion. Prompt payment and and excellent viewbar make this company a winner.
Payment starts at US$0.50 / NZ$1.00 as well, but if you surf at least 2 days a day for 20 days you earn Premier Membership which means you get paid $US0.75 / NZ$ 1.50 per hour.
Plus, you earn 25% commission on the amount your referrals earn, which is a VERY high pay rate. There is no time limit on the amount you can surf each month.

Desktop Dollars
Desktop Dollars is another excellent company. They pay $US0.25 / NZ$0.50 an hour and their is no limit on how many hours you get paid for per month. Because they are relatively new, the payout is quite small, but it grows every month as more people join.
Plus, they pay you for doing anything on the computer, you don't have to be browsing. The way they pay you is a really great idea, they send you a small credit card called the "Clix Card" that allows you to withdraw the money you've earned from cash machines anywhere around the world!

CashSurfers
Cashsurfers is another great 'paid to surf' company. Their pay rate increases each month, as they are quite new company. It is currently at US$0.25 an hour. Getting referrals for Cashsurfers is easy, because they are so new.

Ok, I've joined. What now?
Start surfing with the viewbars active and refer people! At first it may seem like you're not making much, but don't give up. Tell anyone you know about these companies, and don't forget to give them your referral ID so you can earn more!
In my first month I made over $150. Now that I have made more referals, I earn much more, and so can you!!! Once you make a few direct referals, you will be surprised how quickly indirect referals build up. How can I get more referrals?
There are many ways to get referrals. The easiest way is to simply tell your friends and family. Also, you could make a website advertising these companies with your ID. One method I've used is to make posters with info about the companies. But remember: NEVER send SPAM (unsolicited email) to people, or you will lose your account. Above all, never try and use cheat programs, these companies aren't stupid and they will catch you. It's easy enough to make money honestly anyway!
If you already have a website, get more hits on it by using the 1for1 Banner Exchange program. For each banner of theirs that you host, they show your banner on many different sites.
