Building Update 11 July 2004
The
Group has operated from the current building in Morrow Ave since 1959. We first
applied for Resource Consent to re-develop on this site in August 1998. At that
time Manukau City Council granted Resource Consent.
This
Consent was appealed to the Environment Court by a
neighbour and over turned by the Court. The Judge’s
final decision said that if the
neighbour’s property was sold and agreement was
reached with the new owner, this would be grounds for a re-hearing. The
neighbour’s property sold to a developer in July 2002. The old house was
demolished and new town houses built in positions further from our boundary.
In
the mean time we had progressed with an alternative site on Macleans Park,
lodging consent applications in August 2000. After a considerable ordeal we were
granted consent by the Council in October 2002. This consent was also appealed
to the Environment Court..
To
cut a very long story short, we reached agreement with the neighbours of the
Morrow Ave site and were granted Resource Consent in November 2003 through the
re-hearing by the Court. As a result of this we have withdrawn our interest in
the Macleans Park site.
So,
we have Resource Consent and are at the end of the beginning!!!!
The
Group is currently focused on raising the necessary funds for the
re-development. Through the good services of Neil Bramley, one of our Cub
Leaders, we have an accurate estimate of the building costs. The estimated cost
is $770,000 including the costs incurred to date on the Consent processes.
Our
aim is to approach the ASB Trust for assistance. Discussions with ASB have been
positive in the likelihood of receiving a grant for up to 50% of the costs. We
have currently about $250,000 in pledges and savings, leaving us about $135,000
still to find.
To
raise these funds we are in the throws of approaching Pub Charities and other
Charitable Trusts. As part of this process, to provide possible funders with
more certainty, we need to renew our lease for the site. This will be considered
by the Pakuranga Community Board at its meeting on 5 July.
We
will also apply to the Manukau City Council through their Community Facilities
Partnership Scheme. The politicians and staff of the Council have been very
supportive in getting to this point.
We
have been in contact with the Rotary Clubs of Howick and Half Moon Bay asking
for their assistance.
In
the mean time we are continuing with other fundraisers including:

Selling sausages at Botany Downs (look out for the team on 24 July!!!)
·
Selling lollies generously donated to the Scout Association by Nestles.
·
Running a raffle with the
prize of a magnificent Avanti Mountain Bike donated by Mary Mouncey (one of our
great neighbours at Morrow Ave).
·
Running a Bingo evening, or similar fun type event sometime in September.
Any ideas and help with organizing would be gratefully received.
Once
the money is raised we will proceed to the phase of finalizing the working
drawings, obtaining Building Consent and tendering. Our architects, Creative
Spaces, estimate this phase to take about 6 months, followed by a construction
period of 8 months.

there is anyone out there who has access to discounted building products or
services, we’d love to hear from you!! “In kind” contributions can be
accounted for in reaching the 50% criterion for ASB funding.

22 July last year the main hall was damaged by fire and is no longer useable as
a hall. The Police have investigated the fire, which is believed to have been
deliberately started. The Police have advised that unfortunately there is
insufficient evidence to proceed with a successful prosecution against the
alleged culprit.
Since
the fire, the Hall and rear boat shed have been broken into on five occasions.
Incidents of willful damage and burglary have been reported to the Police but as
yet, the offender/s has not been caught. It is suspected that these break ins
may be linked to the fire starter. The community has been alerted through a
meeting with the Neighbourhood Support Group.
The
Scout Group is currently operating from temporary facilities in the “Depot”
at Lloyd Elsmore Park. Some of the Group’s equipment is stored in a container
at Lloyd Elsmore Park while other camping gear is stored in a nearby warehouse.
