Clearly, some of our Members are inclined to think these Coupons are mythical things - like the White Rabbit in "Alice in Wonderland" ...

We hasten to assure any of our readers who may feel inclined to share suchlike thoughts that this is not in fact the case. In fact, International Reply Coupons definitely do exist and are sold at most post offices in a very large number of countries all over the world.

Part of the problem seems to be that International Reply Coupons are one item of which post offices all over the world over are prone to run out of stock - so that, like the White Rabbit - one moment they are there, the next moment they are gone!

Often abbreviated to I.R.C. in English, C.R.I. in French (Coupon-Réponse International), and IAS (Internationaler Antwortschein) in German, the International Reply Coupon was created by the Universal Postal Union to enable a correspondent in any one country to pay for the postage needed to cover a reply from the receiver of his letter in another country, without becoming involved in any exorbitant bank charges or possible exchange control regulations. The coupons are redeemable for postage stamps in any country which is a Member of the Universal Postal Union; and that includes almost every country one could think of: China, U.S.A., U.K., Ireland, France, Argentina, Brazil, Uganda, Tanzania, Finland, Saudi Arabia, Kuwait, United Arab Emirates, Japan, U.A.E, South Africa, Iceland, Syria, Sweden, Greece, Guyana, Bangladesh, Norway, etc. - almost all countries!

A Good Idea ... Up to a Point

The idea of I.R.C.s is obviously good. In practice, however, there are sometimes one or two snags. First, as we have already noted, many post offices the world over frequently fail to keep I.R.C.s in stock. Secondly, whatever the country in which an I.R.C. is purchased, and whatever the country in which it is converted into postage, the I.R.C. invariably costs the purchaser somewhat more than it delivers to the recipient in terms of postage. The balance of the monetary value involved is simply taken by the post office as a charge or commission for the service provided.

After World War 2, when international mail order traders began to resume business and the world's first commercially conducted international penpal clubs came into being, it was a changed world in which the free inter-negotiability of a large number of the world's currencies had disappeared for a while. It was not long before a few of the brighter lights of that time perceived that International Reply Coupons offered a tiny chink in the restrictive regulations so widely in force in those days and enabled them to transfer value from one country to another without much formality - for small transactions of various kinds, such as the purchase or sale of philatelic items, foreign magazines, souvenirs, etc.

The price of I.R.C.s always created severe limitations for such transactions, however, because, as indicated above, the I.R.C. invariably costs the purchaser more than it delivers to the recipient in terms of postage, and that has ensured that the main use of I.R.C.s has generally remained that for which they were specifically created; i.e. to spare the recipient of a letter the cost of reply postage when the sender particularly wants some sort of reply.

Five Continents International Pefriends Club remains willing to accept I.R.C.s from penpals anywhere in the world who are experiencing any difficulty in remitting the Club Membership Fee by other methods.

For such purposes, we are willing to accept I.R.C. s in lieu of US Dollars at the rate of one to one; so if you wish to join Five Continents International Penfriends Club by using International Reply Coupons to pay the Membership Fee, you would only need to send eighteen I.R.C.s to cover the basic Membership Fee without the Club's Special Instruction Manual, or just twenty-one I.R.C.s if you want Membership plus the Special Instruction Manual.
